40 years after the Treaties of Westphalia were in 1648, John Locke’s revolutionary and reform ideas were seen in the European soil and then in the American soil to grow new plants in building the modern state. [1] Thanks to the Peace of Westphalia religious wars ended and national states started to be formed. John Locke’s book “Two Treatises of Government” played the main role in the rationalization of this born state and in laying its strong philosophical foundations.
