In search for the historical roots of the concept of militias, Ibn Khaldun said: there is continuous competition between the Arab tribes and the Arab leaders or countries and empires whose rule extended to control Arab areas. Most often, these countries resort to the sheikhs of the tribes, armed groups leaders or criminal gangs to help in tax collection, maintaining security and order, as well as the suppression of rebels.
